The Federation Council has ratified the protocol on the restructuring of the loan for the Belarusian NPP

The Russian Parliament has completed the ratification of the protocol on amendments to the Belarusian-Russian intergovernmental agreement on granting the Government of Belarus a state export loan for the construction of a nuclear power plant dated November 25, 2011. Today, the document was approved by the upper house of the parliament – the Federation Council, BelTA reports.

Earlier, on March 10, the protocol was ratified by the State Duma of Russia.

This protocol was signed in Moscow on July 14, 2020. It fixes the terms of repayment of the loan, revised at the initiative of the Belarusian side, in connection with the decline in world oil and gas prices, as well as the postponement of the commissioning of power units, which led to a decrease in profitability and an increase in the payback period of the nuclear project. The protocol contains the following conditions for the restructuring of Belarusian obligations: extension of the period of use of the loan for 2 years - until the end of 2022; postponement of the start date of repayment of the principal debt on the loan from April 1, 2021 to April 1, 2023; replacement of the current mixed interest rate on the loan with a fixed interest rate of 3.3% per annum.

When the document was ratified in the upper house of the Russian parliament, it was noted that as of March 1 of this year, the loan funds in the amount of $4.7 billion out of $10 billion provided for the construction of the Belarusian nuclear power plant were used. According to the Russian government, the total estimated cost of construction will be about $6 billion. There are no overdue obligations of the Belarusian side under the agreement.
